DUTIES AND RESPOSIBILITIES OF DIRECTOR OF SAFETY (DOS)
On safety matters, the Director of Safety has direct and immediate access to the CEO and all management and is authorized to conduct audits in connection with any aspect of the operation.
Where it is necessary to convene a company inquiry into an incident, the Director of Safety has the authority to implement the proceedings on behalf of CEO in accordance with the terms of the Company SMS Manual.
The Director of Safety is responsible for implementing and maintaining the Safety Management System and reports directly to the CEO. Additionally, he is responsible for:
It must be emphasised that the Director of Safety is not the sole person responsible for aviation safety. Specific safety activities and the functional or operational safety performance and outcomes are the responsibility of the relevant operational or functional managers, and senior management must not hold the safety manager accountable for line managers’ responsibilities.
The Director of Safety should monitor all cross functional or departmental SMS activities to ensure their relevant integration. While the Director of Safety may be held accountable for the satisfactory administration and facilitation of the safety management system itself, he or she should not be held accountable for the safety performance of the organisation.
In order to avoid possible conflict of interest, the Director of Safety should not have conflicting responsibility for any of the operational areas. In principle, integration of aviation safety, occupational safety, quality, environmental control and security is possible. The Director of Safety should be at a sufficiently high level in the management hierarchy to ensure that he or she can have direct communication with other members of the senior management team.

The Director of Safety is responsible for implementing and maintaining the Safety Management System and reports directly to the CEO. Additionally, he is responsible for:
- managing the SMS implementation on behalf of the CEO;
- managing Safety Risk Management program;
- performing/facilitating hazard identification and safety risk analysis;
- managing occurrence and incident reporting system (including MOR scheme) and fostering a positive reporting culture among all staff;
- monitoring corrective actions and evaluating their results;
- providing periodic reports on the organization’s safety performance;
- developing and managing the safety communications system;
- maintaining records and safety documentation;
- planning and organizing staff safety training;
- providing independent advice on safety matters;
- distribution of safety information through intranet, e-mails, Safety Notices, etc., companywide;
- managing internal safety audits and ensuring that all audits are completed in a timely manner and that all audit agreed actions are closed off by the relevant departments by the agreed time;
- monitor investigation of occurrences, incidents and accidents, and reporting the results and trends to management;
- ensuring, in association with senior management, that the safety policy and safety objectives are current, relevant and reviewed on a regular basis;
- coordinating safety meetings and keeping records of such meetings;
- monitoring safety concerns in the aviation industry and their perceived impact on the organization’s operations;
- coordinating and communicating with manufacturers’ customer safety departments, regulatory authorities, other safety organizations worldwide, and other agencies as necessary on issues relating to safety;
- planning and controlling safety budget; and
- oversee the Flight Data Analysis Program.
