OPERATIONAL CONTROL AND SUPERVISION
SUPERVISION OF THE OPERATIONS BY THE COMPANY
General
In accordance with regulations, The Company must exercise operational control to establish and maintain a method of supervision of flight operations, and such method must be approved by the Authority.
Thus the Company must:

Competence of Operations Personnel
The supervision of the competence of the operations personnel is achieved by:
Under the overall responsibility of the CEO (Accountable Manager), the supervision of operations is achieved by ensuring that the operations comply with the content of Quality Policy, granted AOC and its associated Operations Specifications.
Means of supervision are Quality Assurance Programme, Accident Prevention and Flight Safety Programme, Operations Management Communication.
Flight Operations Management Supervision
Under the responsibility of the Flight Operations Director, the supervision of flight operations is achieved by:
Records, flight documents and data used for the conduct of the flight operations must be stored in accordance with the storage period defined by the Authority.
All documents required for the preparation and execution of flight, flight reports and crew training records will be maintained, for the required period, on Company premises and are immediately available for scrutiny by the Authority, where required. Maintenance records are stored by the maintenance service provider for the required period, and these records are also available for scrutiny, as required.
Appropriate data is extracted from the documentation to ensure adequate tracking of flight time limitations for flight and cabin crew and the maintenance of licence and qualification validity.
Documents Used for the Preparation and Execution of the Flight
The list of documents to be carried for each flight is mentioned in OM Part A, Chapter 8.
The Company or it’s agent, shall retain on the ground, at the aerodrome of departure and for at least the duration of the flight, a copy of each document relevant to the flight and appropriate for the type of operation as listed below:
After each flight the Commander shall ensure completion of the Aircraft Technical Log and Journey Log. Other reports which may be completed as required are specified in OM Part A, Chapter 11.
All reports shall be completed in BLOCK letters and in legible manner.
Flight Recorders Data
All Company aeroplanes shall be equipped with Flight Data Recording (FDR) system. Following an accident or serious incident that is subject to mandatory reporting or whenever Authority so directs, Company shall preserve the relevant original recordings of a FDR for a period of 60 days or any specific period as directed by the Authority. The Company shall, within a reasonable time of being requested to do so by the Authority produce any recording made by a flight recorder which is available or has been preserved.
Cockpit Voice Recorder Data
All Company aeroplanes shall be equipped with Cockpit Voice Recording (CVR) system. CVR data may not be used for purposes other than for the investigation of an accident or serious incident that is subject to mandatory reporting, except with the consent of all crew members concerned.
Document Retention
All documents are a valuable tool for quality control. Training Manager, Chief Pilot, Cabin Crew Manager, Flight Operations Director and Ground Operations Director shall ensure that documents are randomly checked for their accuracy and correct completion and that the applicable process has been planned and conducted in accordance with all legal and Company requirements.
Whenever documents are missing or discrepancies and/or irregularities are found, an appropriate report shall be forwarded to the Director of Flight Operations and to the employee concerned. In order to identify and to prevent the re-occurrence of such irregularities, statistics shall be maintained and updated.
Documents Storage Periods

General

- Ensure that operations are in conformance with the requirements of AOC and all applicable regulations;
- Produce, provide and maintain the Operations Manual for the use and guidance of operations personnel;
- Ensure that operations personnel are competent, proficient and qualified;
- Provide and maintain the physical infrastructure (i.e. building workspaces, associated utilities, facilities for people in the organization, support equipment, etc.) necessary to ensure safe and secure operations;
- Establish a management structure which satisfies the Authority and match to the operating network and scale of operations;
- Ensure that all operations personnel are properly instructed, have demonstrated their abilities in their particular duties and are aware of their responsibilities and of the relationship of such duties to the operation as a whole.
Licence and Qualification Validity
Joint responsibility is delegated to the Training Manager, Chief Pilot, Cabin Crew Manager and respective crew member to ensure that:
- No crew member shall perform a flying duty unless his licence, rating, medical certificate, recency and any other qualification that he might require for the particular flight are appropriate, current and valid for the duration of the flight; and
- The proficiency of crew members to perform their duties is periodically tested in accordance with OM Part A, Chapter 5.
Competence of Operations Personnel
The supervision of the competence of the operations personnel is achieved by:
- Ensuring that the personnel assigned to, or directly involved in, ground and flight operations are properly instructed and have demonstrated their abilities in their particular duties (qualification requirements are defined in OM Part A, Chapter 5);
- Ensuring that the personnel can communicate in a common language and that they are able to understand those parts of the Operations Manual which pertain to their duties and responsibilities.
- The competence of crew members is monitored by means of checking as described in OM Part A, Chapter 5;
- The competence of other Flight Operations staff is monitored by performance appraisal, regular and random competency checks by their immediate supervising manager.

Under the responsibility of the Flight Operations Director, the supervision of flight operations is achieved by:
- Ensuring that the flight operations comply with the content of the granted AOC and its associated Operations Specifications;
- Ensuring that all Company aeroplanes are operated in compliance with the terms of its Certificate of Airworthiness and within the approved limitations contained in its Airplane Flight Manual and/or OM Part B;
- Setting up flight operational procedures and instructions which define duty for crew members and flight operations staff;
- Setting up a checklist system to be used by crew members under normal, abnormal and emergency conditions to ensure that the operating procedures of the Operations Manual are adhered to;
- Checking, analysing and storing flight records and crew reports for the required periods;
- Implementing in conjunction with the Safety and Security Director, Operations Quality Assurance Manager and Training Manager, corrective action, training programmes and information dissemination, as necessary, following the discovery of any deviations from the procedures set in the Operations Manual.

- Copies of the relevant parts of the Aircraft Technical Log (ATL);
- Route specific NOTAM documentation;
- Weight and balance documentation;
- Notification(s) of special loads and/or special categories of passengers.
After each flight the Commander shall ensure completion of the Aircraft Technical Log and Journey Log. Other reports which may be completed as required are specified in OM Part A, Chapter 11.
