QUALIFICATION REQUIREMENTS

General

License/Qualification/Competency

Before acting as an operating flight crew member of an The Company aircraft, each person must hold the applicable valid licenses and ratings that comply with the requirements of DCAM, and are appropriate to the duties performed. He shall have satisfied the requirements laid down in the Operations Manual Part-D and be suitably qualified, competent and proficient to conduct the duties assigned to him. The holder of a license or rating shall not exercise privileges other than those granted by that license or rating.

All crew are responsible for the renewal of their Licenses/Certificates.

Flight crew are to ensure that the following documents are valid:
─ Pilot License;
─ Class 1 Medical Certificate;
─ Instrument Rating(IR);
─ Certificate of Test;
─ ICAO Level 4 or above English Language Proficiency (ELP);
─ Passport with a minimum validity of 06 month;
─ DGA & SEP Certification;
─ ETOPS & LVO Certification; and
─ Certificate of Validation for foreign licence holder.

Whenever the pilot license, medical certificate, passport, ELP or Certificate of Validation is renewed, flight crew are required to submit a copy to the Flight Operations Administrator 9 days before the expiry date in order to be updated into the system."

Promotion & Recruitment Policy

All recruitment and promotions shall be at the discretion of The Company.

Promotion & Recruitment Board (PRB)

The PRB sets policies for promotion and recruitment including transfers to The Company X.

The PRB will consider performance and personal records to determine the suitability of the candidate.

PRB meetings are conducted during the management meeting.

PRB members shall consist of:
─ Director of Flight Operations;
─ Chief Pilot Operations;
─ Chief Pilot Training and Standard; and
─ Chief Pilot Flight Safety.

Interview Panel

The interview panel must consist of a minimum of three members. The panel conducts all required assessments and, or interviews and will determine the suitability of the candidates to fulfill the role he is applying for. Members of the interview panel may include:
─ PRB members;
─ Any person(s) appointed by the DFO

When a pilot is assessed as unsuitable, the reason(s) will be recorded for the non-selection.

For internal promotions, the interview panel may recommend remedial or corrective action(s) wherever deemed necessary before the candidate can be reassessed.

Criteria For Promotion

To be eligible for promotion, candidates will possess the following attributes:
─ Meet The Company’s minimum qualification requirements;
─ Successfully completed all required courses and training;
─ Good track records; and
─ Be successful in all assessment(s) and/or interview(s). Recruitment shall be at the discretion of The Company.

Criteria For Recruitment

To be eligible for recruitment, candidates will possess the following attributes:
─ Meet The Company’s minimum qualification requirements;
─ Clear of all background checks as required by The Company; and
─ Be successful in all assessment(s) and/or interview(s).

Cadet Pilot

Qualifications

The minimum requirements for the selection of a Cadet Pilot are as follows:
─ Singaporean citizenship or permanent residency;
─ Aged over 17 years at the time of application. The maximum age is 28 years however, the maximum age limit can be waived, subject to management approval;
─ Demonstrate good command of English;
─ Obtain a DCAM Class 1 medical;

And, possess one of the following academic qualifications:
1) Mr.ABC/Singaporean Certificate of Education or equivalent (recognized by the Ministry of Education, Malaysia) prerequisites:
─ A grade of any “A” in English;
─ A grade of any “A” in Mathematics;
─ A grade of any “B” in Physics or “A” in General Science;
─ A grade of any “B” in any other two subjects; and
─ Minimum of 5 SPM subjects.
2) Diploma or Degree pre-requisites:
─ Engineering/Science related discipline;
─ GPA 3.0 and above; and
─ SPM with a grade of any “B” in any 5 subjects, of which must include English, Mathematics and Science.

Note: Management reserves the right to select any individual candidate who meets the minimum DCAM requirement.

For The Company employees, the minimum requirements for the selection of a cadet pilot are as follows:

─ Meet all minimum qualification required for a cadet pilot (as set above) or minimum DCAM requirement (with The Company management approval);
─ Completed a minimum of 2 years employment with The Company;
─ Obtain approval by respective HOD;

Scope of Assessment

Candidates will be assessed on the following:
─ Communication skills to clearly express and convey ideas to others;
─ Good command of English language;
─ Ability to demonstrate acceptable psychomotor and cognitive skill; and
─ Passion and interest in a career as a pilot.

The Company shall ascertain qualifications, suitability and acceptability of candidates to qualify as cadet pilots. All results and selections shall be final.

The CEO/COO/DFO reserves the right to override the final results, grant approval for assessment or selection for any candidate at their discretion.

Direct Entry First Officer (DEFO)

DEFO candidates must meet all entry qualification set by The Company.

Qualifications

The minimum requirements for the selection of a DEFO are as follows:
─ Citizenship or permanent residency;
─ Cleared of all background checks as required by The Company;
─ Hold a valid Singaporean CPL/IR with Frozen ATPL; or
─ Hold a valid Singaporean ATPL.

Scope of Assessment

Candidates will be assessed on the following:
─ Communication skills to clearly express and convey ideas to others;
─ Good command of English language;
─ Pass all assessment, examination and interview to ascertain the quality, suitability and performance of the candidate; and
─ Passion and interest in a career as a pilot.

FO To SFO Promotion

Qualifications

The minimum requirements are as follows:
─ 1,500 minimum hours of total flying time of which 500 hours must be The Company hours;
─ Clear of all background checks as required by The Company;
─ Be successful in all assessment(s) and/or interview(s); and
─ Logbook entries must be certified must be produced on the assessment day.

Scope of Assessment

Candidates will be assessed on the following:
─ Memory items;
─ Standard Operating Procedures (SOP); and
─ Operations Manual Part-A (OMA)

A passing mark of 75% or above is mandatory for promotion to SFO.
Candidates who fail must reapply.

Command Upgrade

Qualifications

Internal Candidates

Based on seniority in The Company as well as meeting The Company’s adequate minimum standard defined in Chapter 5.
The minimum requirements are as follows:
- 4,000 total flying hours;
- 1,500 minimum Company Hours;
- Achieves the minimum age of 26 years old; and
- Performance records at minimum acceptable level

External Candidates
Must meet the Qualification Requirements set forth in Chapter 5.

Scope of Assessment
Candidates will be assessed on the following:
─ Communication skills to clearly express and convey ideas to others;
─ Good command of English language;
─ Demonstrate their command readiness in the Technical and Non-technical Competency as described in Chapter 5; and
─ Suitability and readiness for Command training.

Candidates must have demonstrated a minimum of adequate standard as defined in Chapter 5.

When a candidate is assessed as not suitable or not ready, the reasons and areas of deficiency will be recorded.

Transfer to The Company X

Transfers will be in order of seniority and subject to the following qualifying criteria:

First Officers
The minimum requirements are as follows:
─ Minimum operational period in The Company of 1 year;
─ 1,000 minimum flying hours; and
─ 500 minimum hours on A320 fleet
─ Clear of all background checks as required by The Company.
─ Must have a Singaporean Flight Crew License: CPL/IR, MPL Malaysia, ATPL

Captains
The minimum requirements are as follows:
─ Minimum operational period in The Company of 1 year;
─ 5,500 minimum total flying hours;
─ 1,000 (P1) minimum The Company hours; and
─ 500 minimum hours on A320 fleet
─ Clear of all background checks as required by The Company
─ Must have a Singaporean Flight Crew License: CPL/IR, MPL Malaysia, ATPL

Staff Vacancy Notice (SVN)
SVN is a method to communicate available vacancies to all pilots. It is issued when required subject to manpower requirements.

Direct Entry Captains

Qualifications

For Singaporeans
The minimum requirements are as follows:
─ Hold a valid Singaporean ATPL;
─ Aged between 26 to 60 years;
─ Minimum 5,000 total flying hours; and
─ P1 1,500 hours MPA or MPJ/EFIS/FMS above 20,000kgs and 500 hours on Airbus FBW family.
Or
─ Hold a valid Singaporean ATPL;
─ Aged between 26 to 60 years old;
─ Minimum 5,000 t otal flying hours; and
─ P1 2,000 hours MPA or MPJ/EFIS/FMS above 20,000Kgs
Or
─ Hold a valid Singaporean ATPL;
─ Age between 26 to 60 years old;
─ Minimum 5,000 t o tal flying hours; and
─ 2,500 hours MPA or MPJ /EFIS /FMS above 20,000Kgs.

For Non-Singaporeans
The minimum requirements are as follows:
─ Hold a valid ICAO ATPL convertible to Singaporean ATPL acceptable by DCAM;
─ Aged between 26 to 60 years;
─ Minimum 6,000 total flying hours; and
─ P1 1,500 hours MPJ/EFIS/FMS above 60,000kgs and 500 hours on Airbus FBW family.
Or
─ Hold a valid ICAO ATPL convertible to Singaporean ATPL acceptable by DCAM;
─ Aged between 26 to 60 years old;
─ Minimum 6,000 total flying hours; and
─ P1 2,000 hours MPJ/EFIS/FMS above 60,000Kgs.
Or
─ Hold a valid ICAO ATPL convertible to Singaporean ATPL acceptable by DCAM
─ Aged between 26 to 60 years old;
─ Minimum 6,000 total flying hours; and
─ Total 3,000 hours MPJ/EFIS/FMS above 60,000Kgs.

All candidates must pass all assessments that are necessary to ascertain the level of competency and proficiency as defined in Chapter 5. The candidates must demonstrate a minimum of Company Expected Standard as defined in Chapter 5.

Measurements

Technical Competency

Candidates must have demonstrated overall operational competency and proficiency which includes, but are not limited to SOPs, policies and regulations to ensure safe operations of the aircraft.
